Q: Are the tubes one time uses?

Yes once you open them they need to be used or they will dry up over time pretty quickly.

Q: For wrapping the interior of my car in carbon fiber wrap would it be better to get these or the 8 oz. can of Primer 94?

You would most likely want the larger can. It'll definitely get you further. But it really depends on how much surface area you're covering in your car's interior. I did a carbon fiber wrap on the inside and door panels of my PC and used all 3 sticks. With the sticks, they only have a small amount of primer and it dries out fast once you pop em. So you must have everything planned out ahead , and apply it shortly before laying everything down. I feel that the can provides you more flexibility with the application. But the sticks are perfect for small applications.

Q: How many feet does each pen seal

The little tubes like this get used up very fast, I would look for the same thing which is sold on Amazon in the pint for 20 bucks last a lot longer small paint brush to apply.

Q: Will this work with my 3m tape?

Not sure about that but I used to apply decals to ropelene (plastic) boat. Softens plastic enough so that adhesive backing sticks and holds. Been on boat 2 yrs without peeling.
