Yes. While I don't use mine in a powered setup, according to the Antronix website, all CMC series units are power passing

Q: Why is there a ground screw on this. What do you tie onto that ground screw. There should only be a cable used here, right?

The Ground screw is to be tied to a grounding wire that is connected to the home ground point this is to keep from losing signal or protecting the signal from unwanted spur signal from other electronic devices near by.

Q: Candace splitter work with an antenna ?

Yes, as long as you have cables with female ends to connect to the ports.
