Q: Does this fit on the hood vent grill? Also does this come with an actual harness? Not sure what "wires" consists of since no photos of the entire set.

I can tell you that they are of very good quality and look excellent on the grill. The hood vent isn't really vented or at least on my 2008 FJ it isn't. I don't remember if they come with the hardware. I bought them 3 years ago

I did the installation by myself, it works perfectly and looks great, good product.

Q: Does it come with directions on how to install?

I don't remember but it is very easy to install the black wire you can connect it to any bolt on the body and the red wire directly to the battery
