Q: does cloth come with the sealant?

Negative. As of 12/5/2016, there isn't a 'with cloth' option.

Q: Does the finished seal need to be coated to provide uv protection and extend the life? if so, what coatings are acceptable?

No, not to my knowledge. My metal flashing rusted out and I had a temporary patch with some other product (applied like caulking), but that failed in a year. Then I tried this product because I knew it was going to be temporary also because my roof was going to be replaced eventually. So, the reinforcement fabric is a must and follow the directions carefully. It held for 4 years until I eventually replaced my roof. I did not apply any sealant or UV protection product over it.

Q: Has anyone used this around the flashing of a skylight?

No, but if you use the correct detail around the skylight curb, I do not see why it would not work.
