What is the difference in size by inches betweem the xl and xxl inside the hat circumference please (inside the hat)?

Not sure about xl. I bought xxl and have a 24 7/8 head size. It fits me not too tight

I wear a 7 1/4 what size would I need?

The hat? yes I wear it all the time and the hat fits just right.

Is the inside sweatband leather or cloth?

One (1) inch wide black cloth sewn inside as a sweatband.
