does this come with the hardware required to mount it to the raspberry pis? (as in the plastic washers, bolts etc)

Yes. Four Teflon screws mount it directly to the bottom of the pi. This allows the four spring loaded contacts to connect to the gpio. Not by way of the pins but by contacting the solder points underneath.
