That’s precisely what it’s for. (But on tabletop / shelf, not adhering photo frames to walls)

Q: I'd like to stick a small silver plaque onto a glass frame and then place the frame onto a wall. Will this hold the plaque vertically on the frame?

Museum gel is, as far as I'm aware, designed for 'locking' fragile objects on to a horizontal surface, like a plinth or shelf, where there is the possibility that the object or plinth may be nudged. It also goes under the name of earthquake gel, which is descriptive of its intentions. It is designed to be easily removed. My guess is that if your object were small like a coin the this would work. I am not sure I would wish to adhere something the size of a plate to a vertical surface forever and rely on this gel to keep it there.

Q: Would this work to fix a paper to a glass window? Would the paper fall off?

This is not a glue. It is designed to stop a sculpture or object toppling when shunted, but allow the object to be pulled away when required. My guess is that it would hold paper to glass but perhaps not heavy paper. Paper is heavier than it looks.

Q: Would this hold a tall and heavy glass table lamp to a glass side table, so as not to be pulled over by a small child?

For sure items require a tug to release the hold but how big is the child? With enough leverage even a small child could release the hold the gel gives.
