Can this be placed on top of carpeting??

Yes. Mine is on carpeting. Works just fine.

Need extra parts. Is there a way to buy them? I don’t have any more white plastic hooks. One broke.

I would try to contact the dealer that you purchased with. If they couldn't help, then I would have to goggle a dealer for the part that's broken.
