Will this work as well/in place of an oil cleanser? will it remove spf? thank you!

This is a very good cleanser. It will be as good as an oil cleanser and will remove SPF IMHO.

How good does this cleaner take off waterproof make-up?

It's OK, but not the best. It's better if you use hot water and a Muslin cloth.

Does this cleanser foam up?

No , it's just a cream cleanser that you use a hot cloth or cotton pads to remove dirt on the face.
