Q: Will this material cling to the clear stamp blocks or will I need to glue it?

It doesn't not have adhesive. You'll need glue.

Q: What glue or adhesive have people used to glue this to wooden blocks? nothing i try is sticking to the rubber! (psa, superglue, etc)

I am quite certain that I either used the usual superglue gel, or Gorillaglue gel, or else this: E6000 230010 Craft Adhesive. The E6000 is more messy and smells bad, but has worked for a lot of crafts for me. If you're using superglue, I would suggest definitely using a gel.
