Q: Can i use a eco tank printer?

Yes. As long as it is an inkjet printer.

Q: Will colored ink take to it? I'm trying to make semi-clear photocards and hand fans

My color printer printed on them. It was very transparent but it printed on it and looked neat. It showed up better when you put white paper behind it.

Q: Can the paper be glued to a pane of glass? Wanting to make a decorative glass for a door transom.

I really do not have idea ,but probably you can used contact paper in which comes with glue.
