Hello my friend, It just need to provide adequate light intensity, did not need to be exposed to direct sunlight. so don't worry about it.

The solar thing works pretty good keeps regular batteries to work a lot longer than they are but I had some nice cats to AA no cats and they were just as great for a year and a half

Yes - that's how we mounted ours.

Q: To mount on cement block covered with stucco, would Tap-con ( blue) screws be better to use than included hardware?

The self tapping blue screws would be better
