Will it hold a Samsung 21 ultra with a Otter case?

No, this accessory is specifically designed for MagSafe. MagSafe is a feature exclusively on iPhones. Other phones have magnets etc, but the design and shape of this magnet mount matches MagSafe on iPhone.

How do I use this with a manfrotto compact action tripod? It needs something with more of a base to be stable on it.

Although I am not familiar with the Manfrotto compact tripod, the tiny foot on the pedestal screws directly on to a standard 1/4” camera mount on any tripod. I was also trying to use it with a small tripod (Ulanzi), but the Moment MagSafe tripod mount was too flimsy to hold an iPhone 13 Pro Max and LED light on top mounted to the cold shoe. The Ulanzi ST-28 MagSafe tripod mount is stronger and works better. I returned the Moment mount and received a full refund.
