I contacted Now company and they said it is 100% pure Mg bisglycinate, so it is not buffered with Mg oxide or other cheap forms of Mg that has very low bioavailability.

Why is this diluted with Citric Acid?

The label indicates 250 mg of elemental magnesium from each teaspoon of magnesium bisglysinate. It also lists that it contains citric acid, which is a common excipient. This could be for taste or to lower the PH when it gets to the stomach to help absorb the magnesium. I would not describe this as "diluting" the supplement, since the amount of magnesium is clearly indicated by weight.

Is this magnesium Bisglycinate the same as magnesium glycinate?

Yes, it's the same. Different names for the identical item (C4H8MgN2O4 - chemical formula). It's 14.1% magnesium by weight.

Can this be mixed with hot liquids too or just cold?

Yes, but please be aware that a normal chemical reaction can occur when adding liquids to this powder that results in heat being produced, so adding to hot liquids could add more heat than intended.
