Q: Is the "Size chart" accurate?

I didn't use the size chart. I just went with what I normally wear and it fits great. I actually decided to get another one a size bigger because I'll probably wear it with a shirt under it when it gets colder.

Q: Conflicting sizing statements under fit, it says "true to size". under tips it says "size runs small - order one size larger". so, which is it?
