Q: What are the black rubber flaps on the inside of the housing for? They seem to restrict the flow. I do not feel much suction.

The flaps are one way restrictors. They allow debris in but not out.

Q: Anyone have 3d printer file for the flat lid side? mine fell off the deck and disappeared. definitely not spending $50 on replacement. spa was$200.

I am not sure which piece you're talking about, but if filter cover it can be bought at Walmart. Cheap.

Q: does this come with the threaded male nipple required to thread it into the hot tub?

Mine did not. It came with the top piece/cover but not the threaded part to thread into the hot tub

I looked up that model number and it looks like the same Saluspa Miami I have. If that’s the case then yes it works..
