The 9ft does NOT include the handles.

How can i straighten the rope ?

I just started in the middle and rubbed in my hand down to the handles. they move. Once I did that a few times it straightened

Is the weight in the rope or the handles?

I believe it's in the rope though the handles are solid. I love this rope and find it easier to use than an unweighted. It doesn't feel all that heavy but it performs better than a flimsy rope.

Is there a way to shorten the rope?

Not made to be shortened but it is possible. I shortened mine a inch just by unscrewing bolt in handle, popped out the bearing cut the rope and then screwing the bolt back into the rope.
