The top left corner area on the bag says 20 clips in the bag.

Q: Do these work on woven wire?

I doubt it. They are designed to tighten a single wire and are capable of applying a very high tension. To tighten a woven wire mesh, all wires would have to be tightened together or it would bulge badly.

Q: What is the special tool?

It is a crank that enables you to spin the tightener around the fence. You have to have this tool in order to use the tighteners. Which by the way are awesome

Make wire tughtening easy

Jake's fencing wire tighteners are excellent. Easy enough to use with the hable twisting tool. The fact that they can be unwiund and re-used is a bonus.
