Q: By " 4 pack " does it mean 8 pieces that create 4 sets ?

The four pack does contain a total of 8 pieces 4 front and 4 back.

Q: Would a couple of these be strong enough to hold a power strip with 6 plugs to the bottom of a desk? How about a bigger one with 12 plugs?

The long Velcro(ish) command strips work very very well! I've had all my power strips on the walls for years. Make sure you clean the wall prior with alcohol. I have a huge 8 plug surge protector and it had been on the wall for at least 4 years!

Q: Can you cut theses and it is too thick to sew through by hand?

You can cut it with scissors or Sheetrock knife but will gum up the scissors. Have some lighter fluid or Goof Off handy. Made the mistake of trying to sew with a machine and that was a big mistake, Learned some new curse words. This is because of the adhesive backing. Forget it by all means. I used a hand stitcher for leather and sails and it worked. Can do it by hand but would be a hard push and would need a good thimble.
