is this the refill for the older ek herma dotto removable dispenser

Yes. I have one in dark blue and dark pink. The 2 are actually shaped a little different but both hold this dotto refill. The glue comes in repositionable and permanent. I would upload pics of glue guns but can't find a place to do so.

how wide is the tape it diepenses?

5/16 inch. Keep in mind that it is not dispensing tape as such but a series of closely spaced dots of adhesive. The "tape" from which the adhesive dots is dispensed is then rewound on a second take-up wheel. Hope this helps. Mr. Fixit

Could this be used for a post it style project?

Not exactly sure what you mean by a "post it" type project, but I can say this product definitely sticks more strongly than 3M Post-it's, and I found that some papers can be removed cleanly in one piece while others not so much... But I am using a wide variety of colored and textured art papers. I take advantage of the "repositionable" feature mostly if I make a mistake and want to replace the paper piece... I hope that is helpful.
