Will this plant survive in the winter?

Just cover the seeds with dirt. Choose a position with full sun to light shade, and position tubers approximately 3-4 inches apart and at a depth of 1-1½ inches. are they deer resistant?

Do these bulbs need to be placed in water to get roots started?

No. They do take a while to start growth! I planted mine just below the soil and watered them well . Didn’t let them dry out. I placed one half in one pot and the rest in another one. I’m enclosing a photo of the results.
