I recommend using two separate cables rather than the dual splitter cable. I think the recommendation comes more from the card manufacturer depending on the size of your card.

Is it normal for these to have a fairly noticeable electrical smell when they are new? not exactly burned, strong electrical i've never had with a psu

No, that is not a regular thing. Best to have it warrantied or exchanged.
