I agree with you it should include the totes the price just for the tracks is insane if it included 13 totes with in it maybe.

Q: What are the dimensions of the rails that the bins hang from, as in, how much lip is there for the bin to hang from and what is the height?

If you look at it from the end it’s an I beam. The internal height is about 2-1/8” and the lip is about 7/8”. That’s plenty of space. If it helps, I use the Home Depot HDX Tough Tote 27 gallon totes and they work great

Q: Do you have to use the black/yellow totes or can I use the smaller, see-thru type?

You don't have to use the black/yellow totes but you'll want to use totes that have a sturdy flange. You'll also want to make sure the totes have a pretty rigid bottom. The totes slide into the channel and hang from the flange. If you don't have a sturdy flange the flange could fail over time and fail or be unusable in the rack. If you don't have a rigid bottom the weight of the objects in the totes will begin to make the bottom bulge over time. I, too, thought about getting clear totes so I could see what was in them. Instead, I ended up going with the sturdy black/yellow totes (got mine from Home Depot but Lowes has them too). I'm sure there are other colors somewhere. I just decided to stick a label or two on the bottom of the tote so I knew what was in it. That actually worked out better.

Q: Where is the instructions? What and where does that 4 piece of grey thingy go?

If I remember right there is a peace of paper with a website link where the instructions are. I’m not 100% sure what you mean by 4 grey thingys but if I remember right the slide half way into the “I-beams” to connect another I-bean to make two long I-beams. You will have to hammer them in to get half way in with a soft mallet
