NO. You will get 51 treats total, or 4 packs of 13 per pack. Our dogs love them.

Q: Do only the "fresh" ones help with bad breath?

No not only bad breath. My chi gets one after each of her 2 meals aday. Her dentist loves her clean teeth and gums.

Q: What is the feeding directions? 1 treat per day or 2 treats per day?

You can give 1-2 a day. I give them 1 a day. They get fed well and you need watch their weight. They love these things.
