Can you use regular balloons as well?

You can if it stretches but my balloons kept popping. Even the ones that came with the machine. This machine is too small. It’s not the big balloons.

Can you put water or slime in the balloons

Yes, my daughter has made several squish balls. This is the machine Dr. Squish from youtube uses.

would this work to put an elf in the shelf inside?

The elf on a shelf is usually pretty long and this machine really isn't so you would need a bigger balloon if you want him to stand. I recommend using a 18 inch stuffing balloon and adding more air once you remove the balloon from the stuffaloon.
