These are not heat treated. If you're looking for heated treated, you may want to look for 7075 T6 aluminium. Those are.

Can these be hammered into hard ground?

I do not feel they would stand up to hammering into hard ground. They tend to bend when pushed into the ground using foot pressure.

Is there a way to use these to anchor a tent with nylon loops for stakes (not guylines like the fly or a tarp, but the thick and short tent loops?

Yes. These are amazing. I replaced my tent stakes with these.
