Where is it made and is the paint lead-free?

Made in Colombia. Yes it's lead free.

Best way is to create a deep ice block and then slide the shaver over it. Here are the text instructions found on the packaging:To create an ice block at home, pour warm to hot water in an extra-large and deep freezer-safe pan, and immidiately place in freezer. Allow to fully freeze before use.Check that the blade is in proper position and close the ice shaver.Using a large ice block or thick ice sheet, press down and slide the shaver across multiple times.Open the lid and remove the ice directly into a serving cup. Repeat until desired amount of ice is made.

Is the material actually stainless steel?

The body of the Victoria Ice Shaver is made of Cast Iron. It is heavy and will help with shaving. It is electroplated with tin, so it is up to sanitary standards and will not rust if properly maintained. The blade is stainless steel.

Is this really black? or tin colored?

It is tin-colored. Silver as in the picture.
