Absolutely, if it's got a 1/4" jack and you got a cable, well, you'll have a fine time!

Does this have a battery outlet where you can change the battery

It does not have outlet where you can change the battery. It has an outlet where you can plug in a power supply to take the place of the internal battery. I dont think you can recharge the battery thru this outlet. It takes a nine volt battery and it will last a long time.

Will this work with an electric bass?

yeah, with any electric guitar as long as your "electrics" are up to snuff, meaning my 1960 Harmony Les Paul edition needed some wiring upgrades to sound excellent. I would, however look up the settings on DanElectro's website for the Bass settings.
