Why would one want or need a tamper

Espresso needs to be packed firmly in the portafilter basket and a tamper is great for this because it fits nicely inside the portafilter. When I got my espresso machine, I forgot to buy a tamper too and I was left trying to tamp the espresso puck with other objects, but a tamper does this much more evenly than trying to use a makeshift tamper. Tamping is one of the necessary steps to great espresso shots!

What are the diameters of the top and the bottom?

It is cheap. It just works. I put calibers on mine yesterday and got 50.3 mm and 55.7 mm. It is cheap. Don't expect precision for 6 usd.

This item says it's dishwasher safe, but it came out dull and tarnished. Is there a way I can polish it and prevent that from happening in the future?

It is aluminum, which doesn't do well in the dishwasher. Polish it up best you can, try a green scotch brite, and don't put it in the dishwasher again. I just wipe mine off with a paper towel or cloth and that's enough . It doesn't really require that much washing.
