Are these tools an appropriate size for a six-year old, or are they too small?

Depends on the size of your 6 yr old. My daughter is about 38 inches tall and they are a little big for her. I would say they would be perfectly sized for someone around 45 inches tall or so.

What is the material: plastic or metal?

It's wood with metal and rubber/hard plastic for the handle. We bought them for our 2 1/2 yr old but my teen boys, my husband and myself have used them too! We love them!

Do the colors of the tools match the picture or are they random?

Yes they do. I was very impressed with the quality of them. I also received a very nice email from the company thanking me for my purchase. I'm planning on ordering another set for my other granddaughter who loves to garden.

Why does this product have a ca prop 65 warning? do the plastic handles have phthalates?

I don’t know why they have a warning but the handles are made of wood and the shovel, rakes, and hoe are metal. They are sturdy and the perfect size for a 2 to 4 year old.
