No.. this is not a stopper. But tubshroom has a separate stopper too.

Will this fit in a 2.5" sink hole? What are the exact dimensions (rim, drain part, height of drain part)

The bottom basket max width is about 2.7" so this wouldn't fit in a 2.5" wide sink hole, unfortunately.

Does this let rice, couscous, and other small grains through or does it stop everything?

It stops everything except, perhaps, the most tiniest of particles which don't effect drainage at all in our tests (because they get easily pushed through the drainage)
