Would the brown sugar bears work in honey and tomato powder too?

The bear keeps moister in the sugar so it will not get hard. If you put moister in powder it will stick together.

Can this be used in white sugar that has hardened?

I don't know about white sugar that has hardened, but if used in white sugar don't soak it first, use it dry. I used it in super-fine granulated sugar, and being the first use didn't know to use it without soaking. It gave the sugar the weirdest texture!

It turned my brown sugar white directly under the bear. What gives?

Brown sugar bears can work 2 ways. When soaked they bring moisture into the sugar but when dry they absorb it. I keep one in my cookie jar to keep them crunchy. The whitening of your sugar happens if your brown sugar was too dry and it absorbed all of the moisture out of the bear. So now the bear is doing the job UT does when it is dry. It absorbed the molasses in your sugar. People that do not live in dry dry climates will not experience it. Just stick you bear in water again for 20 mins and dab the excess water off with a paper towel and then stick the bear back with the sugar. When sugar is the consistency you like repeat this AT LEAST every 3 months. Sugar should turn back to normal.
