Can this be used to support a fence outside?

Too many variables to answer, i.e., ground surface... dirt, concrete, wood? etc. fence height, length? Number of braces needed? etc. It may be possible?

Can these be used on 8' and 9' walls?

Yes. The picture shows inside, I used it on outside barn walls and screwed top end below actual side height. It worked for me.
