The point of this hardware is to allow 4 to 8 people to listen to one input of a single audio input. To listen to four different inputs you need something like a mixer or the scarlet 18i8

Yes but you do not need that amount of potency. Needs 110 to be used with it´s own transformer but you can use a cheaper 220 AC to 12 v DC (negative inside plug) of 200 milliamperes.

You want line-level outputs to feed powered PC speakers. Not amplified. That said, it will work, but you would have to keep the output VERY LOW so you don't kill your PC speakers.
