Q: Does it have an elastic strap

Yes, it comes with one elastic band. You can see it in the picture. The brown/tan line down the middle of the picture is the elastic band. Also, the light spot in the middle to the left of the elastic piece is used to attach the elastic band to the unit. Then, you stretch it around the post and flip it over the hook on the other side. the unit also has 4 magnetic strips on the inside that attach to metal posts. It is a great unit and i would recommend it to a friend.

I can attest that on round, steel posts, (2-3/38") it does not stick. The magnets they use are poor quality. Rather disappointing as this was the reason I chose buying this one over other post levels.

Q: How is it that my elastic band barely stretches? It has no chance stretching around a 4x4. I’ll have better use with a piece of sewing elastic.

I usually add a rubber band or a hair tie, not sure why Irwin designed it like that.

Q: if you are useing the foam to set your post how would this work?

I attached it to the top of the post. Poured the foam. Checked to be sure it was level and plumb. Worked just fine.
