Can this vac continue to suck up water with the bottom drain valve open thereby negating frequent emptying? I'm trying to empty my water fountain.

Yes! Gravity does all the work. As long as their is suction in the hose you can leave the drain valve open.

Thinking about this for my metal shop, would it work? Would I use a bag & filter?

yes it does it is really a thought about vac for the ease of use .. you might have to drag a penny on the floor to keep static shocks eliminated.

Our basement floods once or twice a year. Shop vac does the trick but not easy to lift and drain. This has a drainage feature? How does that work?

It only drains by gravity. Basically a drainage plug. It won’t pump the fluid uphill against gravity. Seems like you’ll still need to lug it upstairs. Do I see a sump-pump on the horizon?
