Can I use these on 1" stock by adding an extra 1/4" bearing on it?

The shaft is not long enough to add a full 1/4" to the cut. You would also have trouble matching the second cutter to it. Yonico has a larger tongue and groove set that they are out of right now - 15222.

Have a variable speed router. What is the best speed for these blades?

You can get a speed rate chart from PrecisionBits. These bits are 1-7/8" diameter so they should be run between 15k-20k. Slowly dial up the RPMs on your router to the recommended maximum. Then, dial back if needed to find the "sweet spot". The sweet spot is the speed at which the least resonant vibration is present.
