Can the indoor unit be put near the floor?

There would be air distribution/circulation issues near the floor. Also there could be issues draining condensation out the drip line if near the floor (not enough elevation change to the outside drain). By positioning the interior unit near the ceiling, comparatively weak fans can stir the air to a fairly uniform temperature. Relatively weak interior fans is a good deal of how they keep the noise low. Plus there can be issues with where the thermostat is located. If at the interior unit level, the system will tend to shut off early for cooling and stay on too long for heating. It would be particularly bad for AC as very cold (60 F) unmixed air tends to stay toward the floor unless mixed by fan action. Also hot air (102-110 F) tends to rise toward the ceiling when heating. So expect air to be hotter the farther from the floor. The floor could be frigid without cooling upper room air enough. And heating might not shut off based on temperatures near the floor. It could be quite noticeable at shoulder height...but every room is different. Thermostat in the remote control kept at mid-chest level could help with heating shut down if you do not mind cool feet and ankles. But AC cooling might get quite cold at floor level to cool air at mid-chest thermostat level. If you need to add a box fan to overcome this air mixing problem, then you lose much of the quiet operation of a properly installed unit..

Is there any reason the outside unit could not opperate in the horizontal position?

Yea the oil will not return to the Compressor

What amp breaker is required

I ordered the 220V model and have a double pole 20AMP breaker. Unit can run at about 8 amps on but for me the highest I have seen it was about 5 or 6 amps on each line/wire.
