What is the difference between this and a garlic press?. By that I mean, does it produce a different size mince?

To me there's a lot of waste with a garlic press. There is none with this. I just put my cloves and gently Rock back and forth until they are pressed through. About the same size but as I said no waste. And for me much easier to use then a garlic press as I am using equal pressure with both hands.

Is this made in the US and if not where?

It doesn’t say on the mincer itself and I no longer have the packaging that it came in. But, I love it! Works better than any other garlic press that I have ever used.

I've had mine for six months or more and it has not tarnished or changed color. I love it because it is stainless and it is strong enough to really cut through the garlic.
