It shouldn't, the band is rubberized and shouldn't transfer shock. Even if it does it just feels like licking a 9v

What's the difference between this and the Pavlok watch that is 40 bucks more?

Looking at the Pavlok website it seems the upgrade that helps with breaking bad habits is now a membership for $49 USD a month. Kind of bait and switch for me. I order the Shock Clock three months ago from Pavlok website. They still haven’t shipped it -delay after delay. Now the Pavlok pro is not available-.so I think the habit breaker codes are now the $49 membership. They have had my money for threes months. I am hoping I’m not getting ripped off Ordered and paid in May. Said it would take 2-3 weeks. It’s now August 2018. I might write a review if my empty bank account and mail box. Complete with pictures. Written by a self proclaimed disgruntled customer.
