Will this work for cats?

I wouldn't use this on cats. This stuff is incredibly sticky and the cat would track it everywhere. I needed Mineral Sprits to remove it from stone.

it works when applied to the trunk of a mature tree to keep ants off. i am not sure if it would damage foliage.

Can it be used like regular caulk?

These are a standard sized caulk tubes and will fit in any standard caulk gun. I used my Ryobi One+ caulk gun to apply to a long ridge where birds were hanging out. Worked like a charm (both the caulk tube/gun and the bird repellent)

PROBLEM WITH PIDGONS - NOT ANY MORE!

I had a very expensive canopy installed in my yard. After about two days the birds stating to sue it as their hang out spot. Of course with the birds come bird droppings. After some research I came across this caulk and determined it would be the best method to remedy my issue. The instructions say this stuff is sticky. Boy they were not kidding. Why going to apply this a highly recommend you wear close you intend to discard afterward. Regardless how careful you are it will get on you! I followed the application directions and applied it in a zig-zag manner on my canopy. Needless to say it worked like a charm and NO MORE BIRDS! I ordered the three pack, but only used one tube. If those little S.O.B's return I am ready!
