Does this really deter rats?

Yes prevented them from coming in via the catflap. Sprayed inside and outside. Rats still in the garden and always will be as I back onto woodland, but not in house. Word of caution. It is an oil and leaves a film on hard floors which is slippy.

Is this safe to use in the kitchen or pantry where food is prepared?

It's safe but it might leave a strong peppermint odour. The bigger question is whether it works discouraging rodents. Having used it, I saw no perceptible impact.
