Is it safe to use on a fiberglass surface?

I think it will scratch and damage a fiberglass surface. I've used it to remove paint chips on wooden surfaces.

Can I just buy the spring steel tines for this tool?

As for what is an spring steel tines, I am not sure that that is. Sorry What this Roto Stripper which is made of Steel all steel, is for to put on the end of an drill. To strip of stuff like old paint, rust or what ever that has been layer on an surface. When you do use this tool, WEAR PROTECTIVE GEAR, TO PROTECT YOUR EYES, SKIN. Because the stuff stuff that you are stripping will be flying!

What gauges are the wires used in fine versus coarse?

My stripper tines measure about; SWG 14, 16 and 19 but they were purchased over 30 years ago and whilst they have served me well I could not find replacements for broken tines and haven't tried searching for the past 20 years. I do not know the relevance of such dated items. but hope this helps.

Can this be used to remove paint on a car?

NO! I Mean NO! You would Damaged the Car Big Time. You got to realize that these spikes are metal, and would damage your car.
