Depends on what you put over it. I don't see a problem on a hillside as long as you run it up or down the hill.

can this be used as underlayment for limestone 57 to make a parking area? Will it get penetrated by the vehicle weight over time?

It would be penetrated by that kind of weight. I have decomposed granite and because of the rain in our area it is now fairly hard. No problems with walking on it but a vehicle would probably be too much,.

is it long lasting or does it bio-degrade?

Haven't been able to test it yet but the add says 2or3 years.
