Does it kill scorpions?

I'm not sure. We don't live where there are scorpions. We only use it to keep our chicken coop fresh.

What is the difference between this and regular hydrated lime? Can it be used in an outhouse the same as hydrated lime?

I love using Saturday lime for my chicken coop. My chickens mainly free range, but of course, they go into their coop in the evenings. The lime gives it a fresh, clean smell, keeps the mites away, and repels other animals. I 100% recommend it.
