Q: Where does it need to be mounted on the wall?

It does not need to be mounted on the wall, it is a standing dispenser.

Q: How big is the base? Will it fit in a 7 1/4" space?

The base measured 7 1/8 inches in diameter, so it would be a close fit.

Q: How do you add and remove the other rolls sitting on the stand?

You have to remove the top bar, place some rolls, then put the bar back on. I don't use that part of it. It's a really pretty to holder!

Q: Will this toilet paper holder rust?

It should not rust, I have used their hand towel holder of the same material for three months, and it has not rusted, so I am going to buy this toilet paper holder from them now, it matches the hand towel holder very well!
