I would think you will need a converter to step down the incoming voltage. This unit is 110v

Yes, any type of tank. It is totally submersible.

Q: Why does it heat yo a few degrees more than it was set? Outside temperature is colder, and water was originally colder.

Just a slight temperature lag between water temperature and room temperature. Very accurate thermostat
