I have the old version from OxO and hated it. Is this much better for people who had that one also?

I have nothing to compare to, so I can't give an exact answer. However, if you hate your item, you should not buy the same one again.

Does this work well for mincing garlic?

The blades aren’t really close enough to easily mince something as small as garlic. You could try it. I think it’s better suited to mince larger items, like nuts.
