Yes but you may want to keep a check on the water level above, refill the same if it evaporates until the candle is burning.

Place the cup candle in the bottom. There is a space in the bottom where you can place the wax candle. On the top add little water and add 2_3 drops of some oil like nilgiri oil or teatreeoil or some other medicated oil. Then light the candle below. Due to heat of the candle the water will get warm and the oil smell will come in entire room.
