It is effective in situations when there is no atmospheric breeze. So indoors this works great. Outdoors it is helpful if you're sitting outside on a hot day, particularly if you are in the shade and it can help you get more comfortable. If you're moving around or there's any wind the effectiveness is significantly less. If your body temp is high from walking around at an amusement park, don't expect this to be a portable A/C. It helps get you to a comfort level much quicker in a circumstance where you are not in an escalating or relentless heat situation. For $26 this is worthwhile but be realistic about where it will work.
